Clear Water Rights, Inc. handles the City's water resources planning and
management and water rights and RTW, Inc. handles the City's utilities and
general municipal engineering. We will need both firms to successfully complete
this project.

Steve Nguyen is a professional engineer registered in the State 'of Colorado. He
has over eight years of experience in the water rights and water planning arena.
He has fully managed the City of Fort Lupton's water resources including water
supply, water acquisition, water usage, and water conservation for the last five
years. Steve is intimately familiar with the City's current and future water uses
and needs.

Cort Nickel is also a professional engineer registered in the State of Colorado.
He has over 25 years of experience in municipal engineering. He has served the
City for over eight years and fully understands the City's water facilities and water
system. Cort has managed all of the City's capital improvement projects over the
same time period.

Both Steve Nguyen and Cort Nickel have fully represented the City's water needs
for eight years. Together, Cort and Steve have completed a Raw Water Master
Plan and a Water, Wastewater and Storm Drainage Master Plan, both of which
will be helpful in the completion of the City's Water Conservation Plan.
