Water Conservation Rates

The yield of the water rights provided to ELCO at the time of construction is
the basis for each customer's annual allotment. The water rights required for
single family customers are based on their lot size. A conservation charge is
imposed if a customer's water use exceeds their annual allotment. Prior to
January 1,2006 the conservation rate was .67 cents per 1,000 gallons (in
addition to the regular rate of$1.54/1,000 gallons). Beginning January 1,
2006, the conservation rate is now $1.50 per 1,000 gallons (in addition to the
regular rate of $1.62/1,000 gallons). This represents a substantial increase in
the conservation rate and is expected to reduce future water use. The year-to-
date water use and annual allotment for each customer is shown on their
monthly water bill and is a constant reminder oftheir status. ELCO water
rates are included as Attachment #5.
