DEVELOP RECREATIONAL MAPS <br />FOR PUBLIC <br /> <br />Create a detailed recreation map or <br />maps providing information in order to <br />promote safety and understanding of the <br />river and tributaries, and protect riparian <br />areas and other sensitive environmental <br />areas, disperse users and direct them to <br />areas which can tolerate higher levels of <br />use, reduce trespass, and ensure use of <br />proper access points. The following top- <br />ics should be addressed: <br /> <br />· River and Tributary Public Access <br />for Fishing/Boating/General Use <br />· Navigation assistance and hazard <br />identification <br />· Explanation of river ethics <br />· Identification of Sensitive <br />Environmental Areas <br /> <br />The map(s) should be a cooperative <br />effort between the agencies managing <br />the land, private landowners and those <br />promoting tourism, and distributed free <br />or for a small fee (to cover costs) at <br />information booths, hotels, shops, and <br />access facilities. (also see Land Use <br />chapter) <br /> <br />2. REVIEW /REVISE FISHING AND <br />BOATING REGULATIONS <br /> <br />The Fishery Conditions Study should fol- <br />low review of the current CDOW regula- <br />tions governing the watershed. Improved <br />environmental conditions in the aquatic <br />and riparian habitats do not necessarily <br />mean an improvement in recreational <br />fishing. Stricter regulations may be <br />required in some areas, where as other <br />areas may be eased. Some portions of <br />the Eagle River may need such designa- <br />tions as "fly fishing-catch and release <br />only", while allowing bait and spin <br />fishing in other areas. The Arrowhead <br />CDOW lease currently has this designa- <br />tion. The CDOW may also need to <br />improve enforcement of bag limits and <br />regulations. <br /> <br />Real restriction of commercial outfitters <br />would involve a change in jurisdiction <br />along the River, as commercial outfitters <br />currently are not permitted by a govern- <br />ment land management agency if they <br />only use private land to launch and take- <br />out. Private users could also be permit- <br />ted to control amount of use and ensure <br />a basic knowledge level. A "fee for use" <br />could also be implemented for private <br />use that could help fund management <br />programs. Regulatory revisions or <br />actions of any type should be carefully <br />considered and should not be imple- <br />mented without sound justification. <br /> <br />7.3.4 OBJECTIVE: Improve and <br />Create Appropriate Public <br />Access for Recreation <br /> <br />This purpose of this objective is to improve <br />public access points that exist now and grad- <br />ually add new access points, where appropri- <br />ate, to accommodate growing demand. <br />The objective is not to provide unlimited pub- <br />lic access to every tributary and all along the <br /> <br /> <br />57 <br />
