Develop a prioritized Action <br />Plan and Annual Work Program <br /> <br />All actions recommended by the Plan are <br />comprehensively listed below. These actions <br />are not yet listed in priority order but will need <br />to be generally prioritized as part of the work <br />plan preparation previously recommended. <br />The Plan is a dynamic document and priori- <br />ties are subject to change because of evolving <br />conditions in the watershed. By preparing <br />annual work programs, changing priorities <br />can be accommodated. <br /> <br />Priority should be given to those projects that: <br />1) are critical situations in need of attention <br />before a situation further degrades, or 2 ) are <br />immediate windows of opportunity that may <br />be lost, or 3) can be implemented for minimal <br />cost relative to the benefits achieved, or 4) <br />will respond or resolve several issues simul- <br />taneously by taking action. <br /> <br />The following items should be also addressed <br />in the selection of priorities and the annual <br />work programs: <br />.
