This plan is intended to be <br />integrated into the work programs of the <br />participating local governments, agencies <br />and special interest groups where <br />appropriate. <br /> <br />3.2 RECOMMENDED <br />ACTIONS <br /> <br />I. Establish an Eagle River <br />Watershed Committee <br /> <br />Since this Plan covers several jurisdictions <br />and has involved a number of people, it is <br />essential that a committed, cohesive group of <br />people monitor and facilitate implementation <br />of the Plan. <br /> <br />A. Committee Membership: A maximum <br />of 15 members is recommended in order <br />to maintain effectiveness. Citizens, <br />landowners, local government appointed <br />and elected officials and staff, and local <br />water and sanitation districts should be <br />the central members of the committee. <br />Participants should also include, as nec- <br />essary, representatives of the Colorado <br />Division of Wildlife, Colorado State <br />Water Quality Control Division, Natural <br />Resource Conservation Service, US Army <br /> <br />Corps of Engineer, US Fish and Wildlife <br />Service, US Forest Service, Bureau of <br />Land Management, Environmental <br />Protection Agency, major water rights <br />holders and others. The involvement of <br />local government helps add structure <br />and permanence to the effort. <br /> <br />B. Committee Protocol: The group <br />should meet on a regular and continuing <br />basis, for a minimum of five years fol- <br />lowing completion of this document. The <br />Committee's role would be advisory, not <br />regulatory. Recommendations of the <br />Committee could be acted on by local, <br />state and federal agencies. <br /> <br />Representatives from local governments <br />would be responsible for reporting the <br />progress of plan implementation to their <br />elected and appointed officials to seek <br />direction and establish commitment. <br /> <br />C. Committee Purpose: <br /> <br />1. Oversee the Continued <br />Implementation of the <br />Watershed Plan, Including <br />Prioritization of Actions: <br />Following assembly of the <br />Committee, an annual and two to <br />five year work program would be <br />developed and updated each year. <br />That work program would include <br />actions selected from the Plan that, <br />through consensus, are determined <br />to be of the highest priority for <br />implementation.
