...... Ms. Carol DeAngelis
February 9, 1998

conditions. For the IS-Mile Reach, the right calls for 810 cfs during October, 1240 cfs
from November 1 to March 31, 1000 cfs in April, 2000 cfs during May and June, 1000
cfs from July 1 to 15th, 810 cfs from July 16 to August 31 and 680 cfs during September.
This is the only right that would be administered until Colorado has developed the Carve
Out and any subsequent modifications made to the Carve Out.

The rest of the Block is okay. However, a hydrograph depicting the relationships would
be helpful and I have attached one for your consideration.

Finally, it would be useful to have a schematic diagram, preliminary design layouts,
feasibility level cost estimates, a project implementation schedule and a summary of all
the institutional requirements needed for project implementation (i.e. contracts, court
actions, permits etc.). These items may not be appropriate for the Environmental
Assessment, but the reader should be referred to a Definite Plan Report or other
appropriate documents for this information in the text as well as in the references cited.

We did not review any of the attachments in detail. We hope these comments help in
finalizing the Environmental Assessment. Please call us if you have any questions.

Sincerely,

iJI1'J~ VL--

D.
