States position is that Green Mountain water can be used for municipal, industrial <br />and agricultural purposes, but the release for instream flow purposes is neither an <br />authorized or decreed use. <br />Page 11, Table 1: This table is a little confusing. The desire I believe is to show a <br />saving of 28,400 acre-feet yet the bottom line only shows 19,400 acre-feet. Need a <br />footnote to explain this better. I suggest deleting the last two lines of the Table and <br />dealing with the 9,000 acre-feet spill from the Palisade Pipeline in a footnote. <br />Page 11, 2nd sentence under Checks: Reword as follows, "The improvements would <br />allow the delivery of water to all headgates along the canal at flows in the canal as low as <br />150 cfs at Indian Wash." <br />Page 12, Palisade Pipeline, last sentence: Reword as follows, "Spills would be <br />measured and recorded daily with the amounts reported annually." Also, should note <br />how spills will be measured. What type of gage or monitoring devise will be installed on <br />the pipeline to measure spills back to the Colorado River? <br />Page 12, Highline Lake Pump Station: Briefly describe Highline Lake and its current <br />uses. Should also note that lake levels would fluctuate up and down by 1 foot which did <br />not occur historically and as a result water quality in the lake and along the outfall <br />channel may be impacted. The concerns of the Colorado Division of Parks need to be <br />noted here. <br />Page 13, Funding, Construction and O&M Agreements, add following last sentence <br />of 1st paragraph: "A grant in the amount if $1.25 million has been made from the fish <br />and wildlife resources account of the Colorado Water Conservation Board Construction <br />Fund to cover the states cost share portion of the project. These grant funds will be <br />provided to a Colorado River Recovery Program participant and may be held by a fund <br />manager designated by the Colorado River Recovery Program for cost sharing purposes." <br />Page 13, Green Mountain Reservoir/Grand Valley Pow~r Plant Agreement, 1st <br />paragraph: Suggest citing specific paragraphs of the Orchard Mesa Check Settlement <br />here. Also, change the last sentence to indicate a renewable but unspecified term at this <br />time. .- --- ---- - ---- . <br />Page 13, Green Mountain Reservoir/Grand Valley Power Plant Agreement, 2nd <br />paragraph, last sentence: Indicate the capacities of the Government Highline Canal <br />(1620 cfs), Orchard Mesa Power Canal (830 cfs), and the Grand Valley Power Plant (800 <br />cfs). <br />Page 16, Last Sentence: Reword as follows, "These alternatives were found to be either <br />infeasible or too costly to pursue." . <br />Page 17, Table, Reduce Canal Spills: No Action spills equal 31,400; not 28,400.
