The Colorado Water Conservation Board <br />supports the Grand Valley Water Management efforts a.'ld has committed $1.25 million <br />towards its implementation. Generally, we find the Draft Environmental Assessment to <br />be complete and well done. However, we do have a number of comments that we offer <br />for the purpose of clarification. Those clarifications are as follows. <br /> <br />Page 3, Next to last sentence: Show the U.S. Fish and Wildlife Service flow <br />recommendations or note the location of the table where they can be found. <br />Page 4, 1st two sentences: Reword as follows, "Up to 1620 cfs is diverted into the <br />Government Highline Canal above the I5-Mile Reach during the irrigation season. Of <br />this diversion amount, 581.8 cfs is used to either generate power at the Grand Valley <br />Power Plant or to pump irrigation water to the Orchard Mesa Irrigation District lands on a <br />bluff south of thy Colorado River." <br />Page' 4,- 2nd to last sentence of 1st paragraph under Delivering Surplus Water: <br />Reword as follows, "As such, it was believed adequate to protect existing water users <br />from shortages at that time." <br />Page 4, Background Block 3-CBT, 1st sentence: Reword as follows, "Reclamation's <br />Colorado-Big Thompson Project was authorized for construction on the basis of a report <br />prepared by Reclamation describing the plan for development and costs." <br />Page 5, 1st parenthesis: Reword as follows, "(such as hydroelectric power generation)." <br />Page 5, Interactions of Grand Valley Irrigation Entities: Somewhere in this section it <br />would be nice to know the 1970-1996 average diversions to OMID, the power plant, and <br />the pump station. <br />Page 9, last sentence of 1st paragraph under Canal Operations: Suggest deleting the <br />words, "no conserved" and insert the word, "less." Some conservation would occur as a <br />result of the Orchard Mesa Check Case Settlement even with no action. <br />
