The purpose of the meeting was to consider a Plan of Action and related proposed Scope <br />of Services for a Reconnaissance.Level Study to identify and evaluate specific features for off. <br />channel storage, irrigation canal delivery works, GASP river recovery facilities, wildlife habitat, <br />and possible State Park facilities on the lower South Platte. The most immediate objective for <br />the meeting was to agree on an appropriate Plan of Action and the schedule for initiating the <br />services required to produce the Reconnaissance Study. Other items covered State participation <br />in the means of funding, land access measures for project features, timing and phasing of work, <br />and necessary follow.on activities. A list of attendees is enclosed. <br /> <br />2. Jack's OllCni"l! was directed to initiating work to enable specific definition of proposed <br />project features to take maximum advantage of water in the river on a year-round basis. After <br />introduction of those objectives, there was some discussion about need for the project and <br />possible influences which could arise from geologic conditions and proximity to the Ogallala <br />Aquifer. Questions of that nature further indicated the need to develop information in a <br />Reconnaissance.Level Study. There was general concensus that such a River Recovery project <br />was needed immediately to address effects of a River Call by South Reservation Ditch; and <br />funher that successful operation of the project would line up additional sponsors or subscribers <br />who have vested interests in both keeping the Call off the River in-State, and in a means to <br />satisfy conditions which may be imposed for renewal of Conditional Use Pennits for reservoirs <br />on Federal lands. . <br /> <br />3. On the topic of Proicct Initiation, John VanScinr of the CWCB staff indicated that <br />projects of [he kind proposed have been receiving very favorable consideration by the Board. <br />Board members and staff from both GASP and NC\VCD who were present supported the <br />position of commencing the reconnaissance investigations as soon as possible, and asked how <br />soon work could be started. Ron Thaemert responded that some work could be started as soon <br />as the Scope of Services were approved. A Plan of Reconnaissance Study will be faxed to <br />GASP and NCWCD by 22 February 1995. The Plan will be presented for consideration al <br />Board meetings for both of those organizalions on 7 March 1995. The request for CWeB <br />support will be pUl on the agenda for the CWCB meeting of 13 March 1995 (which will be held <br />at the Holiday Inn - Airport in Denver). <br /> <br />4. Follow-on Acti\'itics: Reconnaissance Study schedule to be firmed up following Board <br />meetings on 7 March 1995. Some data gathering will stan the week of 20 February. The next <br />Project Working Group meeting will be set immediately after the Board meetings. <br />
