When the ski <br />. area closes in April our economy fal~ flat. Stagecoach will <br />provide a summer amenity which will help level out the rec- <br />reation business. The reservoir will provide boating, sailing, <br />swimming and exceptionally good fishing in a fantastic setting. <br /> <br />The District has dedicated 672 acres to big game habitat <br />and we are creating a 80 acre wetland aquatic habitat refuge <br />at the west end of the reservoir for water fowl. Many other <br />features have been incorporated into the project to enhance <br />the environment. <br /> <br />5) Financial <br /> <br />The total cost of the project including site acquisition, <br />water rights, dam construction, hydroelectric plant, camp- <br />ground, mitigation, and enlargement of the ditch system to <br />deliver the irrigation water is $17,583,000. <br /> <br />The District is putting in - - - - - - - - $2,546,000 <br />The State of Colorado has pledged as <br />a 40 year loan at 5% - - - - - - - - 8,000,000 <br />A Small Reclamation Projects Loan and Grant <br />was approved by the Secretary of Interior ~ <br />on 28 April 1987 in the amount of- - - 7,037,000 ^ <br /> <br />17,583,000 <br /> <br />In short, the non-Federal funds represent 60% of the <br />total project cost, a percentage well above the generally <br />accepted figure of 35%. Of the $7,037,000, $2,000,000 was <br />approved by Congress in the 1988 budget, for which we are <br />grateful. To see us through so that we can.store the spring <br />runoff of 1989, we will need the balance of $5,037,000. <br /> <br />The Colorado Water Recources and Power Development Authority <br />through the issuance of a ~evenue Bond, has provided the <br />District with the equivalent funding in anticipation of <br />eventual Federal Funding. The Authority bond issue permitted <br />the project to get underway in July of 1987. <br />
