Box 104 Lucerne, Colorado 80646 Re: Feasibility Study for Diversion Structure Dear Don: As I mentioned to you last Thursday at the construction site, we will release the final payment for the diversion structure feasibility study to the New Cache La Poudre Irrigating Company as requested. I last discussed the feasibility study with Brian Zick of the Engineering Company on October 14th of this year and to date have received no response. We do not feel that payment should be withheld from the Company because of the consultant's failure to make the requested corrections. We do believe, however, as a matter of professional responsibility, that The Engineering Company should correct the financial analysis (specifically the Annual Financial Schedule) and submit a'revised version of the study to the Irrigating Company and to the CWCB. The financial analysis is a key aspect of the feasibility of a project and a record of that analysis is important for both your files and for ours. I enjoyed the opportunity to talk with you. We look forward to the successful completion of the new diversion structure as a project in which both the New Cache La Poudre Irrigating Company and the Board can take a great deal of pride.
