<br />7 CWCB Construction Fund Grant Application <br />Grand Valley Water Management Project <br /> <br />2. What is the purpose of this grant application? If the project is for rehabilitation of an existing reservoir, is the reservoir currently under a <br />storage restriction order from the State Engineer? YES _ NO_ <br /> <br />4. General location of the project. (Please include county, and approximate distance and <br />direction from nearest town, as well as legal description, ifknown): Project is in Mesa <br />County and extends from near Cameo, Colorado to Mack, Colorado. It also includes the <br />towns of Palisade, Grand Junction, Fruita, and Loma. <br /> <br />5. Please provide a brief narrative description of the proposed project including purpose, <br />need, facilities, types of water uses to be served and service area. (Attach separate sheet if <br />needed. <br /> <br />PROPOSAL: Improve the Government Highline Canal system and automate its operation to, <br />increase efficiency, and make conserved project water available to support recovery of <br />endangered fish. Canal improvements would help balance canal water supplies and user demands. <br />Conserved water not needed for irrigation would be used to increase flows in the IS-Mile Reach <br />of the Colorado River. <br /> <br />The proposal would be implemented by Reclamation in cooperation with the Grand Valley Water <br />Users Association (GVWUA) and the RIP. To improve and automate the canal operation, we <br />propose to install water surface elevation control structures (checks) and monitoring devices for <br />operation by GVWUA. Water in the canal, not needed for irrigation, would be returned to the <br />river through a bypass pipeline installed near Palisade. To balance water supply and demands at <br />the lower end of the canal, a pumping plant would be added near Highline Lake State Park. This <br />would use Highline Lake for temporary, off-channel storage. To fund, construct, operate and <br />maintain the improvements and ensure conserved water is used to benefit endangered fish, various <br />agreements among appropriate entities would be negotiated. <br /> <br />Checks. Checks would be constructed across the canal to regulate the canal's water surface <br />elevation. In the 30-miles from Palisade downstream to Big Salt Wash near 18 Road, 7 new <br />checks would be installed. The checks would help maintain the canal water surface level needed <br />to meet demands of the many turnouts along the canal. The checks in conjunction with the by- <br />pass pipeline would save about 17,500 acre-feet. Checks have already been installed in the last 15 <br />
