This agreement, which culminates <br />nearly 2 years of discussions by the Management Committee, describes the <br />procedures for conducting Section 7 consultations on new and historic projects <br />in the upper basin and the role that the Recovery Program will play in the <br />Section 7 consultations. <br /> <br />The agreement will officially become effective upon adoption of the Recovery <br />Implementation Program Recovery Action Plan {RIPRAP} by the Implementation <br />Committee in September 1993.
