I have enclosed an
invoice for services in the amount of $99,018.82 ($1,191.64 for Phase I and $97,827.18 for
Phase II) which represents CDM, GEl, and WWE charges during this period. Total project
billings to date for Phase I are $471,591.62 or 87.7 percent of the contract upper limit. Total
project billings to date for Phase II are $491,027.57 or 52.4 percent of the contract upper
limit. If you have questions or would like more detail, please call. Please note that costs
incurred with respect to the Public Demand Workshop in the amount of $11,406 have been
held out of this invoice until Ute Water determines whether or not this work should be
addressed as part of a contract amendment.

This progress report contains a revised percentage estimate of our progress to date based on
earned value. The attached curve reflects estimated earned value when compared to projected
billings and actual billings for Phase II. We estimate earned value as of this date at $495,058
or approximately 52.9 percent of contract upper limit for Phase II.

Project Activities:

Board of Directors Workshop (August)

A Plateau Creek Pipeline project team workshop occurred on Monday evening August 7,
1995. Team members included Steve LaBonde - WWE, Steve Jamieson - GEl, Carl Houck -
CDM and Tom Charles - COM. Tom Charles distributed the Project Manual updates which
consisted of the June and July progress reports. This was followed by a review of field
reconnaissance conducted by Larry Clever, Ralph Ohm, and Steve LaBonde regarding the best
location for a new tunnel from the mouth of the Plateau Creek to 1-70. Following this, Tom
Charles summarized the results of the field meeting on alignments held with CDOT and
ACOE (see "Field Investigations" below). Steve Jamieson updated the Board on the August
2, 1995 USFWS meeting (see "Other Meetings" below) and the status of the permitting
process. The Board elected to proceed, initially, with recommended preliminary meetings
with the USFWS to determine if an informal approach to depletions and discussion on
mitigation options will accomplish a satisfactory agreement to all parties for documentation in
