For comparison, Ute Water's 1995 annual demand was 7,974 acre-feet. <br /> <br />The discussions at the May 9 Core Committee meeting focused on use of the existing 24 inch <br />Plateau Creek Pipeline under peak annual diversion capacity as a benchmark to use for defming <br />the initial staging limit. Using the current capacity of approximately 9.98 mgd, the annual <br />diversion capacity of the pipeline would be approximately 11,180 acre-feet. In discussions <br />between the BLM and USFWS immediately following the May 9 Core Committee meeting, a <br />figure of 1,500 acre feet of depletion above historic levels, was identified as being acceptable to <br />the federal agencies for defining the first stage. 1,500 acre-feet represents the new limit <br />established by the USFWS under which the recovery program will serve as the RP A If this <br />additional allowance is insufficient to meet a 10 year growth horizon for the District, the USFWS <br />indicated a willingness to support a current recovery pro gram item to serve as an interim RP A <br /> <br />The Sufficient Progress letter recently issued by the USFWS cites a series of items which are <br />required to be performed under the Recovery Program to allow for restoration of the 3,000 acre- <br />feet limit. Assuming the Recovery Program complies, the limit should be restored within the time <br />frame of the initial staging for the Plateau Creek Project. If this is accomplished, there should be <br />a provision in the Biological Opinion issued by the USFWS to extend the first stage to <br />approximately the year 2015 (19 years from now). <br /> <br />Time line for Incremental Staging <br /> <br />Table 1 and Figure 1 identify projected annual demands and associated make up flow <br />requirements using USFWS established flow targets and CWCB instream flow filings (as targets) <br />in the 15 mile reach.
