Re: Plateau Creek Pipeline Project

Dear Tom:

As I mentioned in our phone conversation today, we are in the process of reviewing the
Draft EIS and other Plateau Creek Pipeline documents to determine that we have the
information needed to comply with the feasibility requirements of the CWCB
Construction Fund Guidelines.

It looks now as if most of the information generally required for this type of analysis is
available in those documents. We will also look through the red-line version of the EIS
when we receive it and let you know if we have any comments.

As I mentioned, the one area where we would like to obtain some additional information
is the financing of the project. We generally ask the borrower to submit a financial plan
as part of the feasibility study to include the following:

The three most recent financial statements or audit reports for the borrower (we
currently have Ute's audit reports for 1994 and 1995),

2.

A description of the borrowers financial base in terms of the number and types or
classes of customers and the current rate structure,

The potential sources of financing for the project and the expected terms of any
borrowings,
