<br />J ack Yates <br />October 19, 1998 <br />Page 3 <br /> <br />In the above fee, we have not included the cost for service during construction, which will <br />require full-time observation for an estimated construction period of up to 6 calendar months. <br />We are assuming one of the Public Works staff can be trained to perform the observation on a <br />day-to-day basis, with Del-Mont providing weekly visits and phone support as necessary. It is <br />assumed that the Town's cost to provide this person for a 6-month construction period would not <br />exceed $30,000. We propose that this portion of work be performed on a time and material <br />basis, with the estimated Del-Mont fee for setting construction reference stakes, observation, <br />reviewing payment requests, performing weekly field visits, preparing record drawings, and for <br />providing phone support to be $26,000. The cost for material and compaction testing, which we <br />expect to be minimal for this project, would be paid directly by the Town. <br /> <br />PERMITTING <br />Portions of the pipeline are located on BLM land. Although we would like to think we could <br />have convinced BLM that the proposed pipeline would simply be a replacement of the existing <br />pipe, we understand that this subject was discussed in the past with little success. As a result, we <br />anticipate needing to perform the necessary environmental studies and documentation to obtain <br />the permits for the new work <br /> <br />In addition to BLM. The US Army Corps of Engineers will need to approve the location of the <br />pipeline crossing Cottonwood Creek. In most cases we expect that this can be accomplished <br />under their Nationwide Permitting system, which applies to minor stream crossings and is quite a <br />bit less costly to obtain than a full 404 Permit. <br /> <br />Del-Mont will coordinate all environmental studies. Initial contacts with two firms indicate that <br />the overall cost for the required Environmental Assessment will be considerably less that the <br />$30,000 originally budgeted in the Westewater Report (see attached page VII-I). For budgeting <br />purposes, we suggest that the Town allow a total of$15,000 to $20,000 for permitting. The cost <br />for permitting the hydroelectric component of the project, if determined feasible, has not been <br />included in our budgeting at this time. <br /> <br />We suggest that the permitting effort be performed on a time and materials basis. This type of <br />work can be unpredictable at times and issues arise that are difficult to anticipate at the onset of a <br />project. Del-Mont will monitor the overall effort and will advise the Town if factors arise that <br />will result in costs in excess of the $20,000 upper range indicated above. <br />
