This is basically a 'working copy'
for your presentation to the CWCB Board. The report has been printed single-sided and
bound in loose-leaf form; if there are corrections on any pages, they can easily be made
and a neW sheet inserted. Upon your final review and approval, and the review and
approval of the Town of Palisade, we will prepare 5 to 6 copies printed double-sided
with the more permanent binding.

The Final Draft does not include a copy of the Hydrosphere Report, which will
eventually be included in the Appendix of the Final Report. Since you already have a
copy of that report, I thought it would be redundant at this point. In addition, we have
prepared a more detailed plan and profile of the Cottonwood Creek pipeline (on a
24"x36" sheet), which is included with this draft.

Once the report is accepted, the Town can use it as a supporting document for the
application to BLM for the right-of-way.

If you have any questions, please let me know.

e;~

William D.
