<br />. <br />.6' <br />,/' . <br /> <br />() <br /> <br />On page V -23 under Institutional Considerations, the report states that "The only <br />permits required would probably be a 404 permit for stream crossings for the <br />pipeline;". This seems to ignore the BLM right-of-way permit which could be a major <br />hurdle if the process which Ute Water has been through with the Plateau Creek <br />Pipeline permit is any indication. <br /> <br />8 On page VTI-l, I would suggest the following wording for the second paragraph <br /> <br />Palisade has a loan commitment of $750,000 from the Colorado Water <br />Conservation Board for this project (see letter in Appendix~. The Town is <br />requesting an additional authorization of$181,875 for a total commitment of <br />$931,875, or 75 percent of the total project cost from the CWCB. The remaining <br />$310,625 will come from other sources which may include the Town's reserve <br />funds and grants or loans from the Department of Local Affairs. <br /> <br />7. If other sources of funding for the project include loans or other debt, the repayment <br />of these obligations should be included in the revenue and expenditure projections in <br />Table VlI- 5. <br /> <br />CiJ Also in Table VlI-5, is it realistic to project large Utility Fund surpluses in the future? <br /> <br />@ Some discussion of collateral for the loan should be included in Chapter VII. <br /> <br />10. On page VlI-l 0, two additional items should be added to the implementation schedule: <br />(a) legislative authorization of the additional $181,875 funding in the Construction <br />Fund bill in about June 1998, and (b) more detail for the BLM right-of-way permit <br />process. <br /> <br />11. I also have a number of editorial comments which I am forwarding to Bill Hamman at <br />WestWater Engineering. <br /> <br />The consultant may need your assistance in preparing responses to some of the preceding <br />comments.
