Please use this letter in lieu of the prior letter to Mr. John
Van Sciver dated October 16, 1996 on the Robbins Reservoir.

The attached letter dated October 3, 1996 to Mr. John Van Sciver from Ted Martin, President,
describes the purpose of the project. Also attached are two vicinity maps showing the Robbins
Reservoir location. The Robbins Reservoir is an existing reservoir site which was utilized in the
past, but the dam was breached some years ago. Therefore the reservoir cannot presently hold
water. The reconstruction of the dam will require filling the breached area and constructing the
dam to meet current standards and to a height which would allow for storage of approximately
50 acre feet of water or more to meet the Powderhorn Metropolitan District's water storage
needs. Immediately downstream from the dam are irrigation diversion structures which will need
consideration for their continued utilization. The reservoir is located somewhat remote from
existing roads and will need an access road located and constructed to the site. Also, there is an
existing supply pipeline that transfers water from another basin to the reservoir site which needs
to be located and evaluated for future use. The Robbins Reservoir site is in a natural drainage
basin with a small stream flowing through it. The length of the existing dam to control the water
in the reservoir is relatively short, due to the natural terrain.

The following outline describes in general a scope of work proposed for the proposed feasibility
study for Robbins Reservoir. The feasibility study will be prepared in general accordance with
the 'Guidelines for Financial Assistance through the Colorado Water Conservation Board
Construction Fund'.

3')21 West Eisenhower Blvd.
Loveland, Colorado 80537

Dale D.
