<br />~. <br /> <br />The source of water for the District is from wells in the Denver and Arapahoe aquifers of the <br />Denver Basin. The District, through its implied consent resolution, has the right to withdraw all <br />the water that is legally available underlying the District boundaries to provide service to its <br />residents. Average annual pumping is about 100 acre-feet. The District obtains water from an <br />existing Arapahoe aquifer well and maintains an additional well into the Denver formation as a <br />backup supply. <br /> <br />Water Riehts <br /> <br />The District has well permits for the two existing wells in the Denver and Arapahoe formations <br />and for the new Arapahoe well. In addition, there are two adjudications of groundwater rights.. <br />The new well is permitted for a withdrawal of 249 acre-feet per year. <br /> <br />Proposed Project <br /> <br />The existing Arapahoe well has been an ongoing maintenance problem because of its design and <br />relatively small diameter. Pump replacement, at a cost of $30,000, has been required about every 3 <br />years due to sand damage and over heating. The existing Denver aquifer well produces poor quality <br />water (high iron content) and does not have adequate production to meet summer demands. <br /> <br />The feasibility study will investigate four alternatives: <br /> <br />1. Reconstruct the existing Arapahoe aquifer well. <br /> <br />2. Construct a new Arapahoe aquifer well. <br /> <br />3. Connect to the Castle Rock city water system. <br /> <br />4. No action. <br /> <br />Alternative 2, a new Arapahoe aquifer well, is considered to be the most reliable and cost- <br />effective alternative at the present time. The project involves constructing and completing a new <br />1,900- foot deep well, installation of a submersible pump, and the installation of a pipeline to <br />connect the new well to the existing water system. The total cost of the project is estimated at <br />$342,000 to include engineering and contingencies. <br /> <br />The new well was completed in March of this year at a cost of $200,000 and the District has <br />already paid $100,000 toward the cost of the project. The present loan request is for the pipeline <br />and pump installation. <br /> <br />The implementation schedule calls for completion of financing arrangements in spring 1999; <br />engineering design will be finalized in April 1999 and construction will be completed by June <br />1999. The District would like to complete the project by the summer of this year in order to be <br />able to meet summer water demands in the event of a failure in the existing Arapahoe well. <br /> <br />2 <br />
