Box 148 <br />Fort Lupton, CO 80621 <br /> <br />RE: Mwticipal Well Construction <br />Initial Loan Approval <br /> <br />Dear Ms. Kimmey, <br /> <br />_ - Concerning your application for a loan from the Construction Fund, I am pleased to inform you <br />that the Colorado Water Conservation Board (CWCB) has granted initial approval of your <br />request, with the specific loan amount to be set at the January 1995 CWCB meeting. It is our <br />understanding that the loan will be used to construct two new municipal wells for Fort Lupton. <br /> <br />The CWCB approved a loan term of 30 years at an interest rate of 5.0%. I have attached a copy <br />of the updated Board memo concerning the City of Fort Lupton. Please refer to page 3 of that <br />memo and to the section "Action Taken by the CWCB., November 4, 1994." Your Construction <br />loan will be considered by the State General Assembly as part of the 1995 Construction Fund bill, <br />with passage expected in May 1995. Funds will be available about July 1, 1995, provided we <br />can negotiate a contract by that date. <br /> <br />The Board has asked for a more detailed cost estimate before a specific loan amount is approved. <br />In addition, it is my understanding that you may need to drill the two new wells in the spring of <br />1995, prior to the time a formal contract can be approved with the CWCB. For this reason I <br />have reserved a slot ori the agenda of the CWCB meeting scheduled for January 25-26, 1995 in <br />Denver. You will have an opportunity to present the updated cost estimate, and to request that <br />you be allowed to use the CWCB loan to refmance the cost of ' construction of the new wells. <br /> <br />The Board has given their initial approval subject to several conditions: <br /> <br />a. A Feasibility Study must be completed. The study should discuss the <br />
