cr - -':"--~

BLACK 8: VEATCH

Mr. John Van Sciver

Page 2

B&V Project 25325.100
January 16, 1995

of difficulties that have not yet been totally solved with the new meter
and billing system. These problems may not be eliminated until the 1995
summer irrigation season begins. We are requesting that you strongly
consider that no reliable data is currently available on City water
consumption and the City has not had the opportunity to accumulate
sufficient data to analyze the impact of actual metered rates on its
water sales revenues. Consequently, accurate metered water sales
revenue projections cannot be made at this time. Considering the large
debt obligation Fort Lupton will be undertaking within the next two
years, the City believes it is imperative that Fort Lupton maintain
revenue stability. Switching to metered rates at this time could
endanger the water utility's financial stability.

If you have any questions or require further information, please call me
at 671-4255.

Very truly yours,

BLACK & VEATCH

Lc~~

Lee A.
