The City <br />appreciates your allowing us to submit this application at such a late date. The application covers the <br />design and construction of four water wells; two municipal wells for residential, commercial, and <br />industrial usage, and two irrigation wells to water City parks. <br /> <br />Due to a severe drought and subsequent lack of aquifer recharge, the water table in the Fort Lupton area <br />has dropped by more than 20 percent and, as a result, well production has decreased by over 35 percent <br />during the past two years. Essentially, Fort Lupton has lost two of its five wells from production due to <br />the decrease in aquifer production. Growth, along with record residential and industrial water use from <br />existing water users, are making it increasing difficult for the City to meet water demands. At the current <br />level of well production, Fort Lupton will not be able to meet demands next summer. The City did <br />institute and enforce mandatory outdoor watering restrictions this past summer and plans on doing the <br />same next year; however, based on the experience of this past summer, this measure will not be adequate <br />to cover the projected shortfall. The City "maxed out" its water system this past summer and had no <br />additional water to spare or a factor of safety should one of our wells had gone down for an extended <br />period of time due to mechanical failure. On some days, our emergency storage was seriously depleted. <br /> <br />As you are aware, Fort Lupton is a participant in the NCWCD Southern Water Supply Project which will <br />bring Fort Lupton an alternate source of water supply by late 1996. Unfortunately, that project is at least <br />two years from completion and Fort Lupton needs additional water between now and then to make up for <br />the supply that has been lost due to the dropping aquifer and to serve the growth that is occurring in Fort <br />Lupton. There are four courses of action that we are pursuing to help us in meeting the water demands <br />over the next two years: <br /> <br />1) Continue to enforce outdoor water restrictions and implement a water conservation education program. <br />We will continue to curtail outside irrigation use and prohibit the wasting of water. We plan on educating <br />the public on wise water use and conservation practices. <br /> <br />2) Begin billing our customers on a metered rate. Historically, Fort Lupton has been unmetered, but the <br />City will have the entire City metered by the end of the year. We expect to see a decrease in residential <br />demand once metered rates are instituted. <br />
