McKinley, PO Box 148, Fort Lupton, CO 80621 - (303) 857-6684 {

December 19, 1994

Mr. John VanSciver
CWCS
1313 Sherman St., #721
Denver, CO 80203

Dear Mr. VanSciver:

._. .Thank you for celebrating .with _ us_the_funding commitment -from the Rural Economic
and Community Development agency (formerly FmHA), for our "Pure Rocky Mountain
Water" project. Quality drinking water for our citizens of Fort Lupton has been a thirty-
year quest which is finally coming to fruition.

In light of current citizen distrust of government effectiveness and lack of cooperation,
this is an even more remarkable achievement. The collaboration exhibited between the
various government agencies and entities is a testament to the great strides that the
various agencies of the State, through the leadership of Governor Romer, have made
in becoming more responsive to the "people." At the same time, the intergovernmental
cooperation at the State and Federal level in assisting the City of Fort Lupton to meet
the governmental mandate concerning our drinking water has been exemplary.

The RECD deserves special recognition for listening to and understanding our
particular dilemma, as well as the subsequent time and effort spent working with us to
solve a major portion of our water project funding challenge. The funds committed
consist of $7.5 million in grant monies and $11.5 milliooJnJow-:!nterest loan m~nies. An
additional $7.233 million in low-interest loans from State agencies (CWCS and
CWRPDA) completed the funding package. The water project loans will be paid back
by the grateful citizens of Fort Lupton.

The scope of Northern Colorado Water Conservancy Districts Southern Water Supply
Project, and in particular the Eastern Pipeline Project, has an enormous impact on a
great many citizens in northeastern Colorado. Thus, the funding that is now in place,
ensuring a completion date of the Fort Lupton/Hudson pipeline in 1996, will benefit not
only the City of Fort Lupton, but also our neighboring communities. Thank you again
for helping us recognize all those that have made our visionary journey into the 21 st
Century, along with our quality drinking water, a reality.

Ld9~

GERALD A.
