L'.... <br />'f';""'" <br />;, . ::- <br />I~ ..' <br />. ly , <br /> <br />Plan of Study - Greeley and Loveland Irrigation System Rehabilitation Feasibility Study <br /> <br />Page 1 <br /> <br />INTRODUCfION <br />This Plan of Study (POS) for the Greeley and Loveland Irrigation System Rehabilitation Feasibility Study was <br />prepared to adhere to the Colorado Water Conservation Board (CWCB) format as presented in Guidelines for <br />Financial Assistance through the Colorado Water Conservation Board Construction Fund. The POS was <br />developed to systematically evaluate project requirements and tailor the end product to meet these requirements. <br />The process is built on identifYing needs, then collecting information and developing solutions in a series of well- <br />defined steps, The process will utilize valued feedback from the Greeley and Loveland Irrigation Company <br />(Company), ERO(environmental sub consultant) and the CWCB to evaluate progress and reassess results, The <br />schedule is based on the assumption that the contract award will take place on or before February 1, 1997 and <br />the completion date of July 1, 1997. <br /> <br />Several project elements have been identified by the Company which need to be addressed due to dam safety <br />issues and the performance of the irrigation system, These project elements include the following: <br /> <br />1. Equalizer Dam and Outlet Works Rehabilitation <br />2. Westerdal Dam and Spillway Rehabilitation <br />3. Horseshoe Dam Spillway Rehabilitation <br />4. Boyd Lake Dam Spillway Rehabilitation <br />5. Seven-Lakes Reservoir Outlet Rehabilitation <br />6, Houts Reservoir Regulating System Rehabilitation <br />7. Lake Loveland North Outlet Rehabilitation <br />8. Greeley and Loveland Irrigation Canal Rehabilitation <br />9. Big Barnes Ditch Rehabilitation <br /> <br />The State Engineer's Office (SED) has identified problems with the above dams and is requiring the Company <br />to address them in the next few years, The storage facilities within the system are a major component of the <br />ability to deliver irrigation waters to the surrounding areas. The Company needs to maintain these facilities to <br />State dam safety standards to continue delivering irrigation waters. <br /> <br />The canal system links the storage facilities together so that the Company can regulate the irrigation waters in <br />a timely manner, These canal systems are an integral part of the system and have to be maintained so they can <br />deliver their design flow capacity in a safe manner. <br /> <br />The feasibility study will develop an understanding of the performance of the system and identify other problems <br />which could hinder future operations. The final alternative will address structural and nonstructural solutions and <br />also operational issues, The outcome of the feasibility study will be a construction staging plan for the next five <br />to ten years which addresses the problems identified in the study. An hydraulic system model will be a product <br />of the study which the Company can monitor their system in the future. <br /> <br />STUDY OBJECfIVE <br />The objective of the study is to select a fmancially sound alternative to rehabilitate the Company's irrigation <br />system which will enable them to deliver their full water decree in a safe and expeditious manner to meet their <br />share holders present and future water requirements. <br /> <br />APPENDIX A TO LOAN CONTRACT #C153788 <br />
