A memorandum will be prepared describing the analytical methods and results of the existing facilities <br />evaluation. <br />2. A working DSS hydraulic model which will be given to the Company for future use. <br />3. ECI will give a one-day modeling training program for selected Company personal on the use of the DSS <br />hydraulic model. <br />4. A system matrix which will identify problem reaches. The system matrix will be used in Task 4 <br />Alternative Development. <br /> <br />Task 4 - Alternative Development <br />Objective: <br />Several alternatives will be developed including structural and nonstructural elements in an attempt to identify <br />the least costly combination of measures for achieving the study objective. <br /> <br />Methodology: <br />1. Identify structural and non-structural plan elements. <br />2, Preliminary evaluate plan elements to determine which are suitable for further analysis. <br />3. Formulate alternatives using those plan elements which are carried forward from the fIrst two steps. <br /> <br />Products: <br />1. A memorandum will be prepared describing the methods used in formulating alternatives from the plan <br />elements. The fmmulated alternatives will be used in Task 5 Alternative Evaluation. <br /> <br />Task 5 - Alternative Evaluation <br />Objective: <br />The alternatives identifIed in Task 4 must be evaluated to distinguish the differences between them and to <br />formulate up to three sound system alternatives. <br /> <br />Methodology: <br />1, The plan elements will be formulated into system alternatives. The six evaluation factors used by the <br />CWCB will be used which include the following: <br />a. description of project outputs or yields; <br />b, project costs including capital costs, annual costs and cost per unit of output; <br />c. impacts on the man-made environment, the natural environment, and existing social structure; <br />d. the financial feasibility of the proposed project as measured by the project sponsor's ability to <br />repay all reimbursable costs; <br />e. institutional requirements for project implementation; and <br />f. any special technical problems which should be taken into consideration. <br />2. An evaluation of institutional considerations will be undertaken to obtain compliance of governmental <br />agencies and/or other parties to allow project implementation. Each major institutional considerations <br />will be described in the study report.
