Box 100 <br />Fort Morgan, CO 80'701 <br /> <br />RE: Exhibit B - Proposal for Water Supply Planning Services - Raw Water Reservoir Feasibility <br />Study <br /> <br />Dear Kevin: <br /> <br />A<; you requested, we have developed a Scope of SeIVices for conducting a feasibility study for a raw <br />water storage re.seIVoir with the aid of a loan from the Colorado Water ConseIVation Board <br />(CWCB). lhe 10 yea.r, 5.5% loan from the CWCB would cover up to 50 percent of the cost of the <br />feasibility study. The City would be responsible for the other half of the costs up front. A feasibility <br />study is required in order to obtain a Construction Fund Loan from the CWCB. <br /> <br />The: feasibilitY study;~ll exa~~le compOnents of the project such as selecting the most ideal location <br />for the reseIVoir, environmental considerations and cost estimates. Ideally, fhiC) study should be <br />initiated in conjunction With the siting study for the water treatment plant. We have made initial <br />contacts with the CWCB where we obtained a feasibility study loan application, reviewed application <br />requirements in detail, and reviewed feasibility studies that have been completed for similar projects. <br /> <br />Contingent upon the loan approval by the CWCB, the following tasks will be performed during the <br />feasibility study. All are included in the feasibility study guidelines established by the CWCB. <br /> <br />1. Develop a detailed stUdy plan for the feasibility study. A study plan must be submitted to <br />the CWCB for approval prior to initiating any work on a feasibility study, <br /> <br />2. Assemble a physical and financial description of the City. <br /> <br />3. Develop a description of the study area. <br /> <br />4. Determine water demands of the study area. <br /> <br />5. Perform a land classification survey of the study area. 2 <br /># <br /> <br />6. Perform an analysis of the water supply source (C-BT water) to be used by the proposed <br />project. <br />
