Moschetti, President <br /> <br />-10- <br /> <br />December 19, 1994 <br /> <br />performance of the dam and nuse section following completion of dam safety <br />modifications. <br /> <br />The conceptual design phase will probably require additional core drilling of the raise <br />section, original dam, and dam foundation to confirm the physical properties of the <br />concrete, joints, and bedrock for use in conceptual and final design. <br /> <br />Conceptual designs should be completed to a level of detail sufficient to develop <br />reasonable construction cost estimates for each alternative considered. These cost <br />estimates will be used for the following purposes: <br /> <br />a. As a factor in the selection in the preferred remedial concept to be carried into <br />final design. <br /> <br />b. To develop budget estimates for final design, project construction, and project <br />financing. <br /> <br />c. For use in economic and financial justification studies as required by the CWCB, <br />or other funding sources, to assess potential funding scenarios. <br /> <br />Conceptual designs should be limited to two or three alternatives. Based on the <br />information presented in this report, we have identified three alternatives which may <br />warrant consideration in the conceptual designs: <br /> <br />a. Demolition and replacement of the existing raise section. <br /> <br />b. Anchorage of the existing raise section to the original dam and repair of the <br />existing damaged concrete. <br /> <br />c. Enlargement of the existing spillway and repair of the damaged concrete in the <br />existing raise section. <br /> <br />Depending on the results of the IDA, a fourth alternative could consist only of repair <br />of the damaged concrete in the existing raise section. <br /> <br />3. Project Financing. We understand that the Company has initiated discussions with the <br />Colorado Water Conservation Board (CWCB) regarding project funding, and we <br />recommend that these discussions be continued. Additional funding sources should <br />also be investigated. Funding sources should be established early in the project <br />schedule, so that studies, designs and other required documentation can be effectively <br />prepared to meet a variety of purposes. <br /> <br />943JJ\DDREPORT.L'm <br />
