2. In cooperation with the Colorado Water Conservation Board, Colorado
Division of Wildlife, USFWS, u.s. Department of Interior and local water
users, formulate the details of the Plan.

3. Provide hydrology technical support for the examination of alternatives of
the Plan by utilizing the Yampa River computer model, through a consulting
contract with Hydrosphere Resource Consultants.

4. In cooperation with the USFWS evaluate the potential for mitigating the
possible impacts of limited future water resources development in the Yampa
River basin by providing flow augmentation from the enlargement in Elkhead
Reservoir.

5.

Prepare and submit the applications and supporting documentation for the
necessary permits to facilitate the enlargement of Elkhead Reservoir.

6.

With the u.s. Bureau of Reclarnation as lead federal agency, initiate required
NEP A scoping, including public input.

VI. Task Description

Task descriptions below will be refined as the technical and administrative needs of
the project progresses. Detailed task descriptions will also be determined by the
technical proposals received to perform the work which is to be contracted to
technical consultants.

Task 1

Formulation of Yampa River Operation and Management Plan

The Colorado River Water Conservation District, in cooperation with the Colorado
Water Conservation Board, the Recovery Program Participants and the Water Users
of the Yampa River Basin will fonnulate the Yampa River Operation and
Management Plan based on the operational and hydrologic infonnation contained
in the Yampa River Basin Recommended Alternative Detailed Feasibility Study
(Hydrosphere 1994).
