Please be advised that I have approved for payment your invoice of June 3, 1994 for our third <br />installment of $22,500.00 on the subject study. We would like to advise you, however, that we are <br />concerned with regard to the progress of the study. <br /> <br />At the Technical Steering Group meeting of June 8th, attended by Bill Green, a number of <br />fundamental issues were raised for discussion. We were under the impression that items ~uch as <br />development scenarios, water demands, depletions, and fish flows had been resolved by the TSG <br />some time ago. <br /> <br />We are also concerned about the length of TSG meetings and the efficient use of study <br />participants' time. We would like to suggest that, in the future, detailed technical questions be <br />submitted to you in writing prior to the meeting. To the extent possible, the questions should be <br />researched and resolved before the meeting subject to review by the other members of the TSG. At <br />the very least, the meeting agenda should reflect any significant and detailed issues to be pursued <br />by the study participants along with some indication of the amount of time involved. <br /> <br />Since a number of fundamental issues appear to be still unresolved, I feel that participation <br />by the CWCB Project Planning and Construction Section is inappropriate at this time. I have <br />therefore recommended to the Director and Deputy Director that the CWCB Interstate Streams <br />Investigations Section participate in future meetings.
