Some <br />discussion of water conservation measures used by the water utility would be useful. <br /> <br />No information is provided regarding the water rights to be used for the project or the <br />firm yields for those water rights. Water rights firm yields should be compared with <br />existing and projected water demands in acre-feet per year for the life of the project. <br /> <br />The water rights question raises an additional issue with regard to alternatives. The <br />alternatives presented in the report are for alternative pipelines and pumping stations to <br />bring water from Lonetree Reservoir to Johnstown. No alternative sources of water <br />were apparently considered. <br /> <br />The report states that pipeline alignment alternatives were documented in a separate <br />report to the Town. The alignment alternatives should also be documented in the <br />feasibility report. The rationale for the selection of the pipeline alignment on page 11, <br />Section 5.2, of the report does not necessarily appear to justify the selected alignment. <br /> <br />More detail in the cost estimates would be desirable. <br /> <br />There is no discussion of economic, social or physical impacts of the project or of <br />permitting requirements, if any. Are any court actions, contracts, agreements, permits, <br />etc. pending which would affect project implementation? <br /> <br />No financial analyses are given. As a minimum, the feasibility report should provide <br />the sources of financing for the project (in addition to a CWCB loan), projected water <br />system revenues and expenditures by year (including debt service) for the period of <br />CWCB debt retirement, and the financial impact of the project on total debt and on <br />water rates in the community. We have an example spreadsheet to help with the <br />revenue/expenditure forecast. <br /> <br />The Board's concern regarding the economic impact of the possible closing of the <br />Golden Technologies plant and the impact this closing would have upon the Town's <br />ability to repay the loan has not been responded to. <br /> <br />Copies of the Town's three most recent financial statements should be provided in conjunction <br />with an addendum or updated feasibility study. If the Town has established a water system <br />"enterprise", revenues and expenditures for the "enterprise" should be specified for the number <br />of years the "enterprise" has been in operation or at least for the last three years. <br /> <br />2 <br />
