Box 306 <br />Johnstown Colorado 80534 <br /> <br />Re: Pipeline Feasibility Study <br /> <br />Dear Mr. Hill: <br /> <br />Per your discussion with Bill Stanton last Friday, I am sending a copy of the Guidelines for <br />Financial Assistance through the Colorado Water Conservation Board Construction Fund to <br />assist you and your consultant in completing the feasibility work for the pipeline and pump <br />station project. <br /> <br />Our suggestion would be an update or addendum to the 1993 feasibility study to meet the <br />general feasibility requirements of the Guidelines. My review of the 1993 report indicates that <br />the following items need to be addressed: <br /> <br />There is very little information regarding the Town or the Town's service area <br />including: type of organization with which the Board would be contracting, description <br />of existing facilities, service area, and population or number of customers. Maps of <br />the service area and of the existing facilities would be helpful. <br /> <br />The demand projections used in the report are based entirely on peak demands and do <br />not provide average day or the peaking factors used in the analysis for maximum day <br />or maximum hour. Annual demands in acre-feet are not given. Population growth is <br />based on a growth rate obtained from a previous report with no explanation as to how <br />the rate was derived. <br /> <br />Since average day or average annual demands as well as population figures are not <br />given, it's difficult to assess the current rate of water use but it appears to be on the <br /> <br />I <br />
