MEMORANDUM

TO: The Town of Johnstown File

FROM: Bill Green

DATE: August 20, 1996

SUBJECT: Telephone Conversation with Mike Brode of the Water & Power Authority

Johnstown has a loan authorization for $1,785,000 under the Authority's Small Water Resource
Projects (bonding) program for the pipeline project. This amount represents the Town's
borrowing limit under the Authority's bonding program. The Town is discussing with the
Authority a broader definition of the project so that rehabilitation of the Johnstown raw water
reservoir might also be eligible as part of the $1.785 million. Mike called to ask if we had any
problem with this - I advised him we probably would not.

The CWCB authorization of $2,542,500 is for the pipeline project only. The town has also
inquired about expanding their authorization with us to include the reservoir rehabilitation, a
sediment removal project. We have advised them that we could probably go to the Board and to
the Legislature to request an expanded authorization if they so desire. The scope of the feasibility #~
would have to be expanded to include the reservoir rehab. - -/

cc: Section B Staff
Linda Bassi, OAG
