The intent of the proj ect, as approved by the Board in March of 2004, was to remove the State
Engineer's storage restriction on the facility, by replacing the outlet works, enlarging the
spillway, reconstructing the dam embankment, adding toe drains, and silt removal.

Ron Slosson, P.E., of Fort Collins, Colorado, completed the feasibility study for the project in
March of2004.

Below is a brief summary of the major project elements and their estimated cost, as presented in the
original cost estimate:

1. Surveying
2. Geotechnical Investigation and Testing
3. Outlet Works
4. Spillway
5. Earthwork
6. Rip Rap
7. Drains and Filters
8. Enlargement (silt removal)
9. Inlet Ditch Repairs
10. During construction of the project, however, various line items experienced cost overruns
and cost savings, as well as some additional items were added to the project. The actual total cost
of the completed project is $1,163,405. A comparison of the total cost of the project with that
originally estimated is summarized below:

Items

Or!!. Est.

1. Surveying
2. During the final design of the project, the Company discovered there were a
number of ownership discrepancies along the reservoir, which required significant negotiations and
easement acquisitions by the Company to resolve. The cost increase associated with the dam work
can be attributed to quantity increases, added items, and design changes.

2
