<br />The intent of the proj ect, as approved by the Board in March of 2004, was to remove the State
<br />Engineer's storage restriction on the facility, by replacing the outlet works, enlarging the
<br />spillway, reconstructing the dam embankment, adding toe drains, and silt removal.

<br />Ron Slosson, P.E., of Fort Collins, Colorado, completed the feasibility study for the project in
<br />March of2004.

<br />The estimated total cost of the project at the time of construction was $760,000, as summarized
<br />above. During construction of the project, however, various line items experienced cost overruns
<br />and cost savings, as well as some additional items were added to the project. The actual total cost
<br />of the completed project is $1,163,405. A comparison of the total cost of the project with that

<br />The main cost overruns associated with the project were easement negotiations/acquisitions and
<br />dam reconstruction. During the final design of the project, the Company discovered there were a
<br />number of ownership discrepancies along the reservoir, which required significant negotiations and
<br />easement acquisitions by the Company to resolve. The cost increase associated with the dam work
<br />can be attributed to quantity increases, added items, and design changes.
