Feasibility Study
2. Loan From CWCB
3. Start Excavation
4. Finish Excavation

Target Completion Date
6/4/2003
7/30/2003
4/1/2003
4/1/2004

SOCIAL, ECONOMIC, AND PHYSICAL IMPACTS

The project will have some social impacts as Reservoir No.8 is utilized for recreation.

The project will have a positive economic impact by increasing the water storage in Reservoir No.
8 and Annex No.8 and will help the WRCC secure their water right.

The project will have no significant physical impacts except in the immediate vicinity of the
construction. These impacts will be include placing fill materials over approximately 30 acres of
land adjacent to the reservoir. This fill area will have to be seeded properly and erosion from
water and wind taken into consideration.

PERMITTING

The Company and the Engineer believe no Environmental Assessment (EA) or Environmental
Impact Statement (EIS) will be required. The Corps of Engineers were contacted prior to start
of construction on the dam and were issued a letter indicating the work falls under the Nation
Wide Permits. Contact with the Corps since that time has confirmed the removal of the silt also
falls under the Nation Wide Permits.

INSTITUTIONAL CONSIDERATIONS

No institutional considerations exist other than the proposed loan from the CWCB.

Windsor Reservoir & Canal Feasibility Study

Page 12
