The City's Water Board and City Council carefully reviewed the size, timing, and financing
options for the Green Ridge Glade enlargement in 1996 and early 1997. In February 1997,
the City Council unanimously passed a resolution to expand the reservoir to approximately
6,000 acre-feet.

The City's sources of water supply are:

10,438 units of Colorado-Big Thompson (C-BT) Project water,

40 units of Windy Gap Project water,

the City's direct flow diversion rights on the Big Thompson River, and

water derived from the City's ownership of shares in ditch companies which
divert from the Big Thompson River. '

Financial indicators for the Loveland Water Fund for 1996 are given in Table 2. The
operating ratio,. debt per tap, and debt service coverage are all in the strong category.
