The consumptive use credits on <br />this water would have averaged 273 acre-feet per year, or 61.53 percent of the yield. <br />LAWMA could leave these consumptive use credits in the river to replace depletions <br />either to the Buffalo Canal or Usable Stateline Flow. the inflow into the Manvel Article <br />II Account averaged 961 acre-feet during 1990-94. <br /> <br />3. <br /> <br />It is recommended the gaging station on the Arkansas River at Granada be used for <br />measuring the water available under the X-V and Manvel direct flow rights. A general <br />procedure for accomplishing this measurement has been recommended on pages 4 and <br />5. <br /> <br />4. <br /> <br />The water requirements for the revegetation of the X- Y Ranch will vary somewhat <br />depending on how LAWMA markets the land. Water will probably be required for 4 to <br />5 years in amounts varying from 2,000 to 2,500 acre-feet annually. In the event that <br />X- Y Ranch property is conveyed to the Division of Wildlife, there will be a continuing <br />requirement after the revegetation is accomplished for approximately 1 ,000 acre-feet <br />annually. This water will be obtained from the existing wells on the ranch and the <br />depletion therefrom will be reflected in LAWMA's augmentation requirements. <br /> <br />5. <br /> <br />LAWMA's proposed augmentation program continues to be both technically and <br />financially feasible, but the existing and proposed water sources will not provide all the <br />water required to replace the depletions from the 1990-94 level of pumping. The <br />shortfall in replacement water is approximately 1,500 acre-feet per year, a large portion <br />of which can be purchased with the proceeds from the sale of land on the X- Y Ranch. <br /> <br />6. <br /> <br />The energy, maintenance, and replacement costs of pumping irrigation water in the <br />LAWMA service area average approximately $16.01 per acre-foot of pumping at the <br />present time. There is a wide range of variation in these costs, however, primarily <br />because of well and pump efficiency. Membership in LAWMA will add from $3.73 to <br />$5.05 to the cost of pumping an acre-foot of water or from 23.3 to 31.54 percent of <br />the energy, maintenance and replacement costs. <br /> <br />27 <br />
