To <br />qualify for a loan from this account, LA WMA is required to meet a number of requirements. <br />At the time of the CWCB's approval, LAWMA met all requirements but one: the requirement <br />to obtain a commitment from its members to (1) cease pumping if they fail to make payments, <br />and (2) comply with lawfully adopted rules governing the measurement and use of ground <br />water in the Arkansas River Basin. <br /> <br />To comply with the statutory requirements, LAWMA has prepared membership forms <br />that includes a statement of the required commitments. Copies of the membership forms for <br />existing and new members are included with this report as an attachment. The membership <br />forms were distributed to the members in December 1995 and must be signed and returned <br />with the membership dues by February 10, 1996. Failure to sign the membership form <br />disqualifies water users from membership in LA WMA. <br /> <br />LAWMA has also made a significant effort to educate its members about the need for <br />the CWCB loan and the commitment statements and also about the requirements of the <br />Amended Rules and Regulations. In addition to one-on-one discussions with members, <br />LAWMA has mailed at least three newsletters updating the members on these and other <br />topics. <br /> <br />CONCLUSIONS AND RECOMMENDATIONS <br /> <br />1. Based on figures for the 1990-94 period, LAWMA's interests in the X-V direct flow <br />rights would have provided consumptive use credits averaging 4,341 acre-feet <br />!nnuall~ These consumptive use credits could be used by LA WMA by delivery to the <br />Arkansas River to replace the depletions to Usable State line Flow. The inflow into the <br />X-V Graham Article" Account averaged 2,046 acre-feet during these same years. This <br />water could be released as necessary to replace depletions to Colorado surface rights <br />and to Usable Stateline Flow. <br /> <br />26 <br />
