../~.~

i

~

.

Prom a recent contact with the Larimer County Engineering Department, it is
our understanding that the panels prepared by fEMA defIning the flood plain
in the vicinity are not yet available for either the 100 year, or the 500 year
event, nor is such anticipated in: the forseeable future, due apparently to the
. higher priority of other streams and rivers requiring the preparation of such
panels.

However, plans in the District fIles for the construction of the original water
treatment plant indicate that the floor of the plant was set at 1.00 feet" above
the flood plain ", ( wha~ever the source was for that information) and the'
main floor of the. raw water pump station would be set no lower than that.

All project design is conceptual at this point, but it is not anticipated that the .
relatively small dimensions of the pump station would represent any signifi-
cant obstruction to flood flow, when placed within the relatively large width
of the available natural cross section for flow of the River at that point.

The upgrade of the capacity of the existing water treatment plant will be done
inside the existing building, on the floor leve~ previously describe~ and no
new construction external to the building related to such upgrade is antici pat-
ed.

It is planned to further investigate whatever other sources may be available
regarding flood plain defmition in the vicinity. of the District's project.

2) Wetlands

During a visit of the general area along the bank of the River by a representa-
tive of the U.S. Army Corps. of Engineers, it was observed that wetlands
were dermed as being intermittent and relatively narrow strips along the edge
of the River.' It was.agree~ however, that a detailed wetlands determination
would be performed when a specific project would be further defmed.

As with the flood plain, the relatively small "foot print" of the pump station
and the frrst sections of the transmission line from the station are not anticip-
ated t6 cause a significant disturbance to any wet lands in the vicinitY, should
such be so identified~

3) Endangered Species

In discussions with the fish and Wildlife Service of the U.S. Department of
the ~lnterior, itbwI as le~edMthat mi~gthative effoafrt~ maYd bbe ntheededfor thhie.hhabi-/
tat ~or the Pre e Jumpmg ouse m at area ~ecte y . e project w c
2
