<br />:.' <br /> <br />. <br /> <br />. <br /> <br />PROJECT PLANNING AREA <br />*************************** <br /> <br />A) Location <br /> <br />Pinewood Springs, Colorado, is an unincorporated residential mountain com- <br />munity approximately II" miles east of Estes Park on Highway 36. There are <br />presently 263 smgle family homes and 2 restaurants.The initial water supply <br />system for the community was constructed by the Pinewood Springs Corpora- <br />tion, which was the original developer of the area. An Augmentation Plan for <br />the water system was approved by Court Decree in February of 1976 which <br />described the Little Thompson River as the primary source of water: and8I- <br />lowed a total development of.350 Equivalent Residential Users. <br /> <br />The system was taken over by the Pinewood Springs Water District which was . <br />formed by Court Decree in April of 1978, and has a service area of approxi- <br />mately 700 acres.The legal description for the service area is included in Ex- <br />hibit "A", entitled" Larimer County District Court Decree-Formation and <br />Organization of the Pinewood Springs Water District ". <br /> <br />A map describing the limits of the serviCe area is shown in Exhibit "B", entitl- <br />ed " Pinewood Springs Water District Service Area" which is overlaid on a <br />USGS 7.5 minute qua~ map to depict elevations and other features. <br /> <br />A primary purpose of this Preliminary Enginering Report is to evaluate a <br />number of alternate solutions to providing a reliable water supply for the <br />fully developed service area of the Pinewood Springs Water District, particu- <br />larly during periods of severe drought when the Little Thompson River runs <br />dry. In this regar~ the map prepared by McLaughlin Water Engirieers entitl- <br />ed "Planning Document Alternates" is presented as.Exhibit "C" to depict the <br />locations of several.altemate reservoirs and their related raw water transmis- <br />sion systems, including the preferred " ~row Lane #1" Alternate. <br /> <br />B) EnvironmentalResource~ <br /> <br />1) FloodPlain <br /> <br />The only segment of the Crow Lane #1 project which may be involved with <br />the flood plain along the Little Thompson River will be the raw water pump <br />station and the initial section, of the raw water transmission line which will be <br />construc'ted on, or near, the bank of the River. ( The reservoir will be located <br />approximately 1/2 mile from the River, and at an elevation well above the <br />flood plain.) <br /> <br />1 <br />
