Town of Monument, Selected Characteristics <br /> <br />Service area population 1,300 <br />Number of taps 574 <br />Monthly residential water service charge $35.00 <br />Median household income $30,294 <br /> <br />Proposed Proiect <br /> <br />Monument Lake Dam is an earth embankment structure with the spillway located on the <br />eastern end of the embankment. The reservoir is presently under a limited storage <br />restriction by the State Engineer's Office (SEO). The SEO has recommended (but not yet <br />implemented) a zero storage restriction due to the following deficiencies: <br /> <br />1. Deteriorated outlet works, <br /> <br />2. Unacceptable tree growth on the dam embankment, <br /> <br />. <br /> <br />3. Inadequate protection from wave action on the upstream face of the dam, and <br /> <br />4. Inadequate spillway capacity. <br /> <br />A feasibility study for a project to repair these deficiencies was prepared by Boyle <br />Engineering of Lakewood. The feasibility study analyzed several alternatives for the <br />repair work and, using the least-cost approach, recommended the program outlined <br />below. <br /> <br />The project involves rehabilitation of the spillway, the outlet works and the dam <br />embankment to include the following: <br /> <br />1. Replacement of the existing spillway chute below the spillway crest with a series of <br />drop structures of concrete and rip rap to safely pass the 100-year flood event, <br /> <br />2. Removal of the top 10 feet of the dam embankment to clear all vegetation, installation <br />of an internal drainage system in the embankment to manage seepage through the <br />dam and reconstruction of the dam embankment, and <br /> <br />3. Replacement of the existing outlet works with a new 24-inch steel pipe placed on <br />bedrock below the embankment. <br /> <br />./ <br /> <br />2 <br />
