Please see the attached <br />project summary and map. Also attached is a letter from Mike Shoback of the Town of <br />Monument. <br /> <br />Back~round <br /> <br />Monument Lake is located on Monument Creek on the west side of the Town of <br />Monument in El Paso County. The reservoir has a capacity of about 300 acre-feet and is <br />used only for recreational purposes. It is not a part of the Town's water supply system. <br /> <br />The dam and reservoir were authorized by the General Assembly in 1891 and constructed <br />by the State of Colorado in 1893 for flood control and irrigation storage. In 1937, the <br />General Assembly conveyed title to the 81 acres upon which the dam and reservoir are <br />situated to the Town of Monument. In HB 00-1365, the General Assembly provided that <br />the State of Colorado will convey all right, title and interest it may have in the dam to the <br />Town upon completion of repairs to the satisfaction of the State Engineer. <br /> <br />. <br /> <br />The question of responsibility for the dam between the Town and El Paso County (the <br />County), however, has not been entirely clear. An intergovernmental agreement (IGA) <br />dated January 5, 2001 between the Town and the County relieves the County ~f all . <br />responsibility for the dam upon completion of the repair work.
