<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />4.0 Hydrology and Water Rights <br /> <br />The source of water for the Company is largely storage rights in Terrace Reservoir that <br />are released to the Alamosa River and diverted downstream through the Terrace Main <br />Canal and Alamosa Creek Canal. These rights have priority numbers ranging from I to <br />112 and have diverted an average of 15,332 acre-ft per year for the years of 1992-2002. <br />A summary of the water rights and the State Engineer Diversion records for 1992-2002 <br />are included in Appendix B. <br /> <br />5.0 Project Description and Alternatives <br /> <br />The purpose of this project is to repair damage to the outlet system of Terrace Reservoir <br />so Terrace Irrigation Company is able to continue providing irrigation water to the <br />shareholders. Because of the situation, there are no real alternatives to fixing the <br />structure. The damage is to existing components of the system. The only alternative to <br />fixing the problem would be to do nothing and this is considered unacceptable since it <br />would mean the Terrace Irrigation Company could no longer store irrigation water to <br />provide to their shareholders. If outlet repairs are not accomplished, it would likely be <br />necessary to breach the existing dam at a similar or greater expense than that of the <br />proposed project. Furtl1er, breaching the dam would likely increase silting.problems <br />downstream. Pictures of the existing dam, reservoir basin and trash rack are included in <br />Appendix C. <br /> <br />The Company has had the design work for the trash rack completed. RG Consulting <br />Engineers, Inc. from Denver, a consultant to Davis Engineering Service, Inc. designed <br />the trash rack needed to replace the existing damaged trash rack. Plans for the trash rack <br />are included in the back pocket of this study. <br /> <br />5.1 Cost Estimate <br /> <br />The estimated cost for completing the project is $205,000.
