<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />FEASIBILITY STUDY OF TERRACE <br />RESERVOIR OUTLET IMPROVEMENTS <br /> <br />1.0 Introduction <br /> <br />Terrace Irrigation Company, located in Conejos County, Colorado provides irrigation <br />water for the benefit of the shareholders downstream of Terrace Reservoir. The outlet <br />works of the reservoir requires repair due to damage caused by debris and sediment that <br />accumulated in the reservoir as a result of flooding upstream of the reservoir and erosion <br />at the Summitville Superfund site. The trash rack has been destroyed and must be <br />replaced, the outlet tunnel needs to be cleaned, and one of the gate valves needs to be <br />repaired. The damage caused by flooding has caused an emergency situation for the <br />Terrace Irrigation Company whereby the reservoir outlet could become inoperable and <br />uncontrolled storage could occur. The work on the outlet structure must be completed as <br />soon as possible to allow Terrace Irrigation Company to pass spring runoff through the <br />reservoir and store water in the Reservoir to serve their share holders during the <br />upcoming irrigation season. <br /> <br />2.0 Project Sponsor <br /> <br />Terrace Irrigation Company is a mutual irrigation company and a non-profit organization <br />registered in the State of Colorado. There are 27 shareholders and 831 &7/8 shares of <br />stock. Terrace Irrigation Company has the power to levy assessments for all lawful <br />purposes, the power to cut off water deliveries to shareholders that fail to pay their <br />assessments, and the power to offer stock for sale to pay back assessments. The articles <br />of incorporation and by-laws are included in Appendix A. <br /> <br />3.0 Project Service Area and Facilities <br /> <br />The By-Laws for Terrace Irrigation Company state that one share of stock is issued for <br />every 16 acres owned by a member. With 831 & 7/8 shares, this tabulates to 13,310- <br />acres of service area in Conejos County and Rio Grande County, Colorado. The <br />company diverts their water supply through the Terrace Main and Alamosa Creek Canals. <br />From Division of Water Resource records, the GIS service area is listed as 6,148.6 acres <br />for the Terrace Main Canal and 4,207.6 acres for the Alamosa Creek Canal for a <br />combined total of 10,356.2 acres of s~rvice area. The sources of the provided irrigation <br />water are the tributaries of the Alamosa River upstream of Terrace Reservoir which is <br />located on the Alamosa River. Irrigated acreage within the service area is primarily used <br />for cattle ranching, to grow grain and to grow hay. The hay crop and grain is used as <br />cattle feed and may be sold.
