RiverlBlue River water rights? Was an analysis of the firm yield of the rights
conducted for Case No. W-2110?

6. On page 6 under paragraph number 4, more discussion of the Summit County
Agreement would be useful.

7. On page 6 under paragraph number 6, some explanation of Case No. 97CW305
would be helpful. Is this a CWCB instream flow?

r

~ A copy of the decrees in which the water rights described in Table 1 were decreed for
diversion at the Soda Creek wells should be included in an appendix to the report.

~'In Table 1, there is no adjudication date for the Columbus Ditch rights.

.v-fCJ. Were the Columbus Ditch and Valaer Ditch rights decreed for diversion at the Soda
Creek wells?

11. I understand that the Golden water rights and the costs for these rights will be
included in a revised version ofthe report.

12. A little more explanation of the Water Usage/Lease Analysis in Appendix C would be
helpful.

)i CWCB Lending Policy No.8 states in part that: "the costs of water rights acquisition
is eligible for a CWCB loan ifthe purchase satisfies an existing water need or
shortage". Since a portion of the water rights acquisition is for future development,
the entire purchase price will not be eligible for CWCB funding at 75 % of the cost.
We will probably need to apportion the eligible cost using the existing and future
number of taps.

14. A financial analysis is required to describe the District's program for repaying the
CWCB loan. The financial analysis should include the following:

The amount of the CWCB loan for which the District is applying,

Other sources of financing for the project and the rates and terms of other debt to
be incurred,

Existing and future indebtedness during the period of CWCB debt retirement,

Existing and future expenditures for operation, maintenance and replacement
during the period of debt retirement,

Revenues and expenditures by year for the period of debt retirement,

2
