Financial Plan

1. 30 Year Financial Projection (Appendix F) - As we have discussed on the phone the
spreadsheet will need to be revised to show the required CWCB Loan Reserve Fund
of one-tenth of the annual loan payment ($151,975.53) for the first ten years ofthe
loan. Accordingly, the amount of$15,198 needs to be shown as a separate line item
in the 30-year Financial Projection for years 2003 through 2012. Alternatively, you
could maintain the current $75,988 shown in 2002 and add Loan Reserve Fund
amounts of$15,198 in years 2008 through 2012.

These changes also need to be reflected in Table 8 (p. 27) - Summary of30-year
Financial Projection, as well as the text on p. 26 adjusted as necessary to clarify what
is being done with the Loan Reserve Fund deposits.

2. Reserve Funds - In conjunction with the above revisions pertaining to the CWCB
Loan Reserve the District may want to give some additional consideration to the
remaining level of operating and capital reserves being projected in the early years of
loan repayment, particularly the years 2005 and 2007.

Once the changes have been made please submit 3 copies of the Final Feasibility Study Report to
our office and I will send a formal letter of acceptance of the Final Feasibility Study. Prior to
printing the final copies it would be helpful if you could mail or fax me the revised financial tables
for a quick final review.
