Mr. Jack Byers, P.E.
Dam Safety Branch
Office of the State Engineer
1 313 Sherman Street, Room 818
Denver CO 80203

RE: Design Report for Hotel Twin Dam Rehabilitation - 200'Z.Repair and Modification

Dear Jim and "'ack:

This letter report presents the background data and design criteria for proposed
improvements to the Hotel Twin Dam. The Improvements Include repair and
modification of the dam to address dam safety issues and road. improvements.

~ACKGROUND

,Resource Engineering, Inc. (RESOURCE) reviewed the 1953 engineering design drawing
~or improvements to the outlet and embankment of the dam, recent dam safety
,hispection reports by the Division of Water Resources, correspondence from Ed Currier
regarding construction of temporary toe drainage structures, correspondence from the
State Division of Water Resources dated September 25, 2000 and January 10, 2001
regarding installation of the temporary drain system, correspondence from the State
dated September 7, 2000 regarding restriction of storage and dam safety concerns that
,need to be addressed, interviews with the Delta County District 2 Road and Bridge
Department, and interviews with Division 4 Dam Safety Engineer, Jim Norfleet.

The Inspection reports, correspondence, and field investigations to date indicate that
the significant dam safety Issues include seepage on the downstream slope, seepage
around the spillway pipeline, seepage at the left abutment approximately 10 to 1 2 feet
below the spillway pipe, a depression In the pavement at the right abutment, a
depression on the right side of the upstream embankment, a void area located in the
eastern end of the embankment and the apparent loose fill material (inpluding organic
material) on the downstream embankment. The existing road across the dam is part
of a road Improvements plan authorized by Congress. Therefore, 8 wider dam cross
section has been incorporated Into the design of the dam repair.

PROPOSED IMPROVEMENTS

To address the above outlined dam safety concerns and to Incorporate a new road
~ross section, the following improvements are proposed.

Consulting Enginee/"e end Hydrologists
