<br />MEMORANDUM <br /> <br />TO: The City of Victor File and CWPDA File <br /> <br />FROM: Bill Green <br /> <br />DATE: December 27, 1996 <br /> <br />SUBJECT: Telephone Conversation with Sandy MacDougall <br /> <br />Telephone conversation today with Sandy MacDougall to discuss the status of feasibility work for <br />the City of Victor and the Colorado Water Protective & Development Association (CWPDA), <br /> <br />City of Victor <br /> <br />/!JA~ #~St?~c <br /> <br />--r-- < <br />_'-/- ~ E" "1/\ <br /> <br />Victor may be in the throes of a city council recall election soon, Until this is resolved it's <br />unlikely the City will proceed to complete the feasibility work for the rehabilitation of Victor <br />Reservoir No, 2 dam rehabilitation, <br /> <br />Victor has an, as yet unpaid, Small Dam Site grant for $5,000 for the completion ofthe feasibility <br />work <br /> <br />CWPDA <br /> <br />The Association was able to buy water on the spot market at a very low price ($8 to $10 per ac- <br />ft) for their 1996 substitute supply plan on the Arkansas, For the foreseeable future they will <br />probably continue to buy water on an annual basis, <br /> <br />They may, however, want to consider a number of options for the long run including recharge, <br />water banking, and the purchase and possible expansion of an existing reservoir for offsetting the <br />depletions of their members' wells in a more permanent way, We agreed that it would be <br />appropriate to evaluate these sorts of alternatives in a single feasibility study, <br /> <br />He suggested I attend the annual CWPDA meeting on January 11 in La Junta to discuss CWCB <br />feasibility study funding (loans and grants) and a Construction Fund loan for a future project. Be <br />prepared to answer questions about LA WMA <br /> <br />CWPDA has an exiting feasibility study (authorization, Board approval?) for ($75,000?). <br /> <br />cc: Bill Stanton <br />
