City Council Members
City of Victor
PO Box 86
Victor, CO

Re: ' Small Dam Site Study Grant

Ladies and Gentlemen:

In May 1995, the Colorado Water Conservation Board issued a purchase order in the amount
of$5,000 (copy enclosed) to the City for the completion of the feasibility study on the Victor
Dam No.2 rehabilitation project. We are not aware that the feasibility study for which the
purchase order was issued has ever been completed.

We would therefore like to request from you some indication as to the City's intent with
regard to the feasibility study and the $5,000 grant under the May 1995 purchase order. Ifit
is not the intent of the City to complete the feasibility work in the near future, we would like
to be able to make the $5,000 available to other water users in Colorado who are requesting
planning study grants from the Colorado Water Conservation Board.

With regard to the City's conditional Construction Fund loan authorization of $600,000 for
the Victor Dam No.2 rehabilitation, those funds remain available to the City at such time as
the feasibility study has been satisfactorily completed. Also enclosed is a copy of our letter of
February 15, 1995 regarding the Board's action on the City's loan request.

Please let me know if you have any questions or if we can be of any assistance to you in your
deliberations on this matter.

Sincerely

~ /S.dl~

William E.
